From brochure to platform: SIA’s Strategic Plan 2026–2031
A staged enterprise pathway, an accredited academy, a national network, a capital facility and a policy voice, with targets to 2031.

SIA’s Strategic Plan 2026–2031 turns the organisation into a platform. It replaces four delivery pillars with five strategic pillars and one pathway for every changemaker: Ideate, Incubate, Accelerate, Invest and Alumni for Life.
The shift is from brochure to platform. In practice SIA stops describing itself through a list of past projects and offers a clear route that a founder, a funder or a government department can follow, with results published along the way.
New vehicles
The plan launches six vehicles. The SENPak network itself is already live; what is new is its membership association. None of the six is open yet: each starts with a register-interest form on this site, and each has a target for 2031.
- SIA Digital Campus: SIA courses online, with enrolment on this site and learning on the campus
- SIA Catalyst Fund: blended finance (grants, recoverable grants and revenue-share) with its own governance and investment committee
- SIA Fellowship: an Ashoka-style fellowship for 10–15 leading changemakers a year
- Pakistan Angels: an angel network that gives investors, including the diaspora, vetted deal flow from the Pathway
- Government Innovation Lab: design thinking, systems thinking and policy hackathons for government departments and donors
- SENPak as a membership association, with a member directory, a jobs and procurement board, and chapters
Targets for 2031
- 250,000 people reached
- 15,000 microentrepreneurs trained, 60% of them women
- 1,000 enterprises incubated or accelerated, 600 of them women-led
- PKR 500 million in impact capital mobilised
- 10,000 jobs supported
- 8 incubation hubs
- 1,500 SENPak members
- 40% of income earned through courses, consultancy, sponsorship and membership
The starting point matters. SIA currently reports 73,800+ people reached, 3,500+ microentrepreneurs trained, 100+ enterprises incubated and 2 hubs, in Quetta and Loralai. Reaching the 2031 targets means more than three times the reach, more than four times the trained microentrepreneurs, ten times the enterprises and four times the hubs. Each figure has a definition on the Live Impact Dashboard.
Earning more of its own income
The plan aims for 40% of SIA’s income to be earned by 2031, through courses, consultancy, sponsorship and membership. Earned income makes the work less dependent on single grants, so programmes can carry on between funding rounds.
Measured from Year 1
Results are measured at four levels: learning, enterprise, capital and ecosystem, and systems. The plan commits SIA to an annual impact report from Year 1, independent mid-term and end-line evaluations, and audited accounts, so funders and participants can hold SIA to account. How we measure explains each level.
What it means for you
If you are starting or growing an enterprise, the Pathway shows your next step and routes you back to an earlier stage if you apply too soon. If you fund or partner with SIA, every result you are shown has a definition, a source and a date. If you work in government, the Government Innovation Lab offers design-led methods such as policy hackathons.
One pathway, five stages explains each stage of the Pathway, who it is for and what it offers, from micro-grants for the top 10% in Ideate to seed grants of PKR 100,000 to 500,000 in Incubate.
This website was rebuilt around the plan. It is organised by the five stages, publishes every headline figure with its definition, and lets people apply in Urdu or English, online or on WhatsApp.
